2026 PayHOA Transition Status

The Cumbre Vista Board of Directors (BOD) is extremely grateful to live among wonderful neighbors and friends with these scenic mountain views. It’s the people in our community that make this place great, and we feel privileged to live among you. To better serve the community, the BOD is changing our HOA management platform.
As part of the Board’s fiduciary responsibility, we must ensure that Association funds are managed accurately, transparently, and with appropriate oversight.
During the past seven months that we were with RowCal, the Board identified recurring accounting and financial control issues in five of those months, totaling approximately $8,200. These issues included incorrectly assigned vendor invoices, invoices paid twice, and other accounting errors that required correction.
Although all Association funds were recovered, the frequency and repetition of these issues raised significant concerns about the reliability of RowCal’s accounting systems, processes and internal controls. Despite five (5) corrective discussions with RowCal, these issues continued to occur.
RowCal acknowledged the accounting errors and attributed them to a combination of human error, AI systems, and gaps in internal controls.
After careful review, the Board determined that a change in platform was necessary to strengthen financial controls, improve transparency, and enable more timely oversight of Association finances. As a result, the Board selected PayHOA.
The Association is beginning its transition away from RowCal to PayHOA, with the transition occurring during February 2026.
PayHOA is a software platform and provides near real-time visibility into financial activity, clearer approval workflows, and more direct access to real-time account information. While no system can eliminate all risk, the Board believes this change materially improves the Association’s financial oversight and operational reliability.
PayHOA will be used for:
– HOA assessments and payments
– Account balances and payment history
– HOA documents and communications
– Architectural request management
– Inspection management
1. All financial balances and payment history from the RowCal system will be transferred to your account in PayHOA automatically. For example, if your RowCal account had a zero balance, your PayHOA account will also have a zero balance.
2. For those who have not yet completed your $308 annual assessment payment which was due January 1, 2026, we will be sending another notice letter with a remit slip for those who want to pay by check.
You are also more than welcome to create your PayHOA account and pay immediately via ACH (no transaction fees) or credit card which, just like the existing system, has an additional transaction fee of 3.5% + 50 cents paid to the credit card company. To continue to delay payment will result in late fees as stated in the HOA governing documents.
3. For homeowners who have already mailed a check, no action is required. Any payments sent to RowCal will continue to be received and will be properly credited to your account in PayHOA.
4. The good news is because the Association maintains a balanced budget, the Board anticipates that assessments for next year, 2027, will decrease in alignment with reduced operating costs, subject to final budget approval.
1. Please watch for an email from Cumbre Vista HOA and PayHOA with instructions to Setup your Acount. Once you receive it, log in to review your account balance and confirm or update your contact information.
2. If you didn’t receive an email before 5PM MT on 2/4/2026, Its because RowCal didn’t have your email address in their system. No worries, just go to Create my PayHOA Account and create your account.
No worries! The good news is that only 27 homeowners currently have a non-zero account balance, which means most payments have already been received and recorded in both the RowCal and PayHOA systems.
Here’s what to expect:
1. If RowCal is still processing your check:
Once they complete the deposit, your RowCal account will show a zero balance. We will then update your PayHOA account to match. We are checking balances daily to keep everything in sync.
2. If your check is still in the mail:
As soon as RowCal updates your account balance (which they do daily), we will update your PayHOA account accordingly.
3. If you prefer to pay by check through PayHOA:
You may request an invoice by emailing support@cumbrevistahoa.org.
Please include your full name and property address. We will email you an invoice with a remittance slip to include with your check.
No. Cumbre Vista HOA has an annual assessment so you only pay once a year. If you’ve already paid the 2026 assessment your good to go until Jan 1, 2027.
No. We are the same Homeowners Association — Cumbre Vista Homeowners Association. We are not a new HOA. The HOA has terminated our previous management company, RowCal, due to the issues identified in the notice. We are now using PayHOA as our HOA management software and payment platform, which is why the HOA management procedures will look different.
The Board has terminated RowCal as the Association’s management company. Over the course of working with three management companies (Dorman, RealManage, and RowCal), the Board identified significant and recurring management issues. Despite repeated corrective discussions and assurances that deficiencies would be addressed, service levels declined, accounting deficiencies persisted, staff turnover disrupted continuity, and contractual obligations were not consistently met.
In multiple instances, including the most recent engagement, breaches of contract were acknowledged by the management company; however, lasting corrective improvement did not occur. Issues were attributed to staffing levels, human error, automated systems, and gaps in internal controls. As a result, the volunteer Board was required to devote substantial time and effort to oversee, correct, and realign outsourced management activities merely to achieve baseline contractual performance.
Following the RowCal experience, the Board determined that a materially different operational approach was necessary. Accordingly, the Association is transitioning to a self-managed model in which the Board directly oversees operations, contracts with vendors for specific services, and utilizes PayHOA solely as the administrative and payment platform.
